A comprehensive approach will be introduced in the construction of multi-family residential buildings.

New regulations have been established in Uzbekistan regarding the introduction of complex construction mechanisms and ensuring transparency in processes for the construction of multi-apartment complexes. This is outlined in the President's decree "On measures for introducing complex construction mechanisms and ensuring transparency in the construction of multi-apartment residential complexes."

 

According to the document, from March 1, 2026, to March 1, 2028, a special legal regime called the "Regulatory Sandbox" will be introduced on a pilot basis for the construction of multi-apartment buildings on specific land plots based on complex construction mechanisms.

 

Investment companies, established in accordance with the previously adopted Presidential Decree PF-29, operate as responsible organizations for implementing complex construction projects in the regions.

 

The decree defines the creation of green gardens, eco-parks, and boulevards in the regions as one of the main directions of investment companies' activities. For these purposes, it is envisaged to allocate 10 percent of the funds received by the local budget from the sale of state property objects and land plots, as well as at least 5 percent of the local budgets' additional sources.

 

Furthermore, it is planned to develop proposals for expanding green areas in Tashkent city and creating at least one eco-garden in each district.

 

According to the decree, starting from January 1, 2027, the permit to commence construction and installation works for multi-apartment buildings will be automatically formed on the "Housing" unified digital urbanization platform through the "Transparent Construction" system based on inter-agency integration.
