Ethical guidelines for the creation and use of artificial intelligence have been approved in Uzbekistan.
These ethical rules establish principles and requirements for the creation, implementation, and use of artificial intelligence-based solutions, as well as the rights and obligations of artificial intelligence participants.

The Ministry of Justice registered the Ethical Rules for AI-based solutions in the state register on March 14, 2026. This was reported by the "Legal Information" Telegram channel.
It is noted that these ethical rules establish principles and requirements for the creation, implementation, and use of AI-based solutions, as well as define the rights and obligations of AI participants.
The document establishes the following key ethical principles for the use of AI technologies and systems:
- legality,
- priority of protecting the interests of the individual, society, and the state, as well as the environment,
- comprehensibility,
- responsibility and control,
- fairness,
- openness and transparency,
- data protection, as well as reliability and security.
At the same time, the rules have also defined areas where decisions should not be based on the results of information systems operating on AI technologies. It is emphasized that AI should not be relied upon for making legal decisions related to human rights and freedoms, or for decisions in the healthcare field (diagnosing diseases, treatment methods, etc.).
According to the rules, developers and implementers of AI technologies will be required to provide users with information on for what purposes they can or cannot be used, that AI solutions are not always correct, and that results can only be used for advisory or informational purposes.
The rules also define the rights and obligations of AI participants.
