In Uzbekistan, mortgage loans are provided to young families in need of housing.

In Uzbekistan, mortgage loans are provided to young families in need of housing.

By the Decree No. PF-66, signed by Shavkat Mirziyoyev on April 20, 2026, the "Youth of New Uzbekistan – 2030" strategy for 2026–2030 was approved. The "Huquqiy axborot" Telegram channel reported on this.

 

In accordance with the Decree, a system for allocating mortgage loans to young families in need of housing for purchasing housing from the primary market will be established starting January 1, 2027.

 

According to the new procedure:

 

  • The portion of interest payments on mortgage loans exceeding the Central Bank of Uzbekistan's key rate will be covered from the state budget;

 

  • Loans will be provided to young families selected based on social criteria.

 

According to the established requirements, mortgage loans will be allocated to young families meeting the following conditions:

 

  • The applicant and their spouse must not be over 30 years old;

 

  • They must not have owned any real estate under property rights for the last three years.

 

These measures are expected to improve the housing conditions of young people, enhance the quality of education, and increase equality of opportunities across regions.

 

Additionally, by July 1, 2026, teachers who have achieved high results in non-governmental supplementary education service organizations will be sent for internships at advanced educational centers abroad.

 

Furthermore, additional incentives will be introduced for the development of non-governmental educational services specializing in teaching foreign languages in remote and outlying areas.

 

In particular, it has been established that entities that have launched or plan to expand such activities will be allocated interest-free loans (credits) of up to 730 times the base calculation amount.
