Private clinics in Uzbekistan will be allowed to treat patients at the expense of the state.
In this case, treatment costs are reimbursed based on uniform base prices for both public and private medical organizations.

Starting July 1, 2026, in Uzbekistan, non-governmental medical organizations will be permitted to provide medical services to patients at the expense of the State Budget in all areas, within the framework of state medical insurance and their license. This was established in the President's decree "On additional measures to support the private sector in the medical field."
According to the decree, treatment costs in this case will be reimbursed based on uniform base prices for both state and non-governmental medical organizations.
Furthermore, for medical organizations that have undergone national accreditation or accreditation by the International Society for Quality in Health Care (ISQua) (hereinafter referred to as international accreditation), the requirement to obtain a conclusion from the expert commission of the Ministry of Health when concluding a contract with the State Medical Insurance Fund (hereinafter referred to as the Fund) for treating patients at the expense of the State Budget will be abolished.
A procedure will be introduced for issuing referrals for providing specialized outpatient medical services and performing surgical operations in medical organizations to patients, within the funds allocated to the Fund.
The practice of distributing funds allocated from the State Budget for providing medical care to patients across medical organizations will be abolished, and a procedure for determining the volume of monthly funds across disease categories will be introduced.
In the event of violations of license requirements and conditions for medical activities by medical organizations, a practice will be established to suspend the validity of the license only for the type of medical specialty in which such violations occurred.
When establishing medical organizations in the field of obstetrics, it will be permitted to organize bacteriological laboratory services on an outsourcing basis.
