The Tashkent city administration has submitted for public discussion a draft law that envisages introducing administrative liability for drivers who fail to pay on time or evade payment for using paid roadside parking lots.

 

According to the draft, the Code of Administrative Liability will be supplemented with a new Article 128¹¹. In accordance with this, failure to pay within the established period or evasion of payment for using a paid roadside parking lot will result in a fine of two times the basic calculation value (BCV).

 

In Uzbekistan, from September 1, 2026, the BCV will be set at 440,000 soums. Based on this, the fine for this offense will amount to 880,000 soums.

 

The draft law provides for the detection of such offenses through special automated photo and video recording devices and information systems. At the same time, this liability will not apply to persons who, in accordance with the law, have the right to free or preferential use of paid parking lots.

 

As noted in the explanatory note to the draft, this initiative was developed with the aim of developing road infrastructure, reducing traffic congestion, and ensuring compliance with the rules for using paid parking lots.

 

For reference, paid roadside parking lots in Tashkent are organized by the operator Poytaxt Parking. LLC "Streetpark Systems" has been designated as the operator with the preferential right to negotiate for providing services for the use of paid parking spaces located on public roads.
