Rehabilitation centers in Uzbekistan will be turned into temporary shelters for those without a place to live.
Homeless individuals are placed in temporary shelters and social rehabilitation centers, and an individual plan is developed for them to restore documents, provide vocational training, and find employment.
New proposals aimed at improving the system of providing social services to persons without a fixed place of residence were presented to President Shavkat Mirziyoyev.
At the presentation, it was announced that existing rehabilitation institutions are planned to be transformed into temporary shelter and social recovery centers. Currently, 11 rehabilitation centers with a total capacity of 726 places are operating across the republic. In the first half of this year, 1,100 persons were placed in them.
Under the new system, homeless persons will be placed in centers based on their own application, a recommendation from the “mahalla seven”, or with the assistance of a social worker and a prevention inspector. An individual plan will be developed for each citizen, specifying measures for restoring their documents, providing medical and social services, vocational training, and employment assistance.
It is also planned to establish employment support units in the centers and to lease vacant spaces to entrepreneurs on preferential terms. It has also been proposed to allocate vouchers for homeless persons to study a profession, include them in the socially vulnerable category, and reserve job positions for them.
Furthermore, it is envisaged to expand the coverage of providing homeless persons with temporary shelter, hot meals, and clothing by placing state social orders with non-governmental organizations.
