A moratorium on inspections of small business entities in Uzbekistan has been introduced for a period of three years.

 

This was stipulated in the Presidential decree "On measures to implement the tasks identified at the VI open dialogue between the President of the Republic of Uzbekistan and entrepreneurs" (Decree No. PF-175, dated August 27, 2026).

 

According to the document, any inspection of the activities of small business entities during the moratorium period is considered illegal. Officials who commit such violations will be held accountable in accordance with the established procedure.

 

The moratorium does not apply to certain cases. In particular, inspections conducted within the framework of criminal cases, studies on the impact on human health, checks on compliance with labor legislation, appeals from citizens, value-added tax refunds (reimbursements), as well as inspections related to the liquidation of a business entity are excluded from this measure.

 

Additionally, during the period the moratorium is in effect, the Business Ombudsman will conduct the "Effective Control" initiative.

 

Within the framework of this initiative, inspections conducted by supervisory authorities over the past three years will be studied on-site. Appropriate measures will be taken regarding violations of the law identified during these reviews.

 

In cases where the procedure for conducting inspections has been violated or illegal inspections are identified, measures will be taken to restore the violated rights of business entities.
