According to the White House, the payments will be made from the Medicare Improvement Fund. For most citizens, the $90 will be transferred directly to their bank accounts in early October, while those unable to receive payment via bank will be sent a check.
These payments were announced against the backdrop of Trump's other promises to give money to Americans. In September, the president said that if the Republican Party retains control of the House of Representatives and the Senate in the November midterm elections, every adult US citizen would receive $5,000. Trump called this plan the "Trump dividend" and repeated the promise on October 3.
However, the $5,000 payment has not yet been implemented. According to Trump's statement, these funds are intended to be given only if Republicans retain control of both chambers of Congress after the election. To implement the proposal, a corresponding decision and funding allocation by Congress would be required.
