Assistance to families in need: proposal to allocate 1 million soums
The project also envisages expanding the criteria for compensation of electricity and gas expenses, and increasing the electricity consumption norm in certain regions.

In November 2026, it is planned to allocate one-time material assistance of 1 million soums to needy families. It is also proposed to expand the criteria for receiving compensation for electricity and natural gas, and to increase the base consumption norm of electricity in certain regions. This is stated in the draft presidential decree placed for public discussion.
According to the draft, assistance will be provided not only to families included in the Social Register, but also to families whose per capita income does not exceed twice the minimum consumption expenditures and who are identified based on the conclusion of the "mahalla seven." For residents of multi-story buildings connected to the centralized heating system, the income criterion is set at twice the minimum consumption expenditures in the regions, and three times in Tashkent city.
Citizens in the register of single elderly persons and persons with disabilities, as well as families where orphans and children deprived of parental care live, may also receive material assistance.
It is envisaged that the funds will be transferred to social or bank cards by November 30, 2026.
In addition, it is proposed to increase the income criterion for receiving compensation for electricity and natural gas from 1.5 times to twice the minimum consumption expenditures. The criterion for receiving assistance for coal purchases and through the "Sahovat va Ko'mak" fund is also envisaged to be expanded from one time to two times.
The period for paying compensation for electricity and natural gas is planned to be extended until April 1, 2028, and the period for coal assistance until January 1, 2029.
The National Agency for Energy Efficiency and the National Agency for Social Protection will submit a proposal to the Cabinet of Ministers to continue work on improving the energy efficiency of 3,000 households belonging to the "state-supported family" category living in "heavy" category mahallas. According to the proposal, the walls and roofs of these families' homes will be insulated, energy-efficient windows and doors, as well as solar panels or solar collectors, will be installed. Through this, it is envisaged to reduce the energy costs of households and increase the share of renewable energy sources use.
In areas not connected to gas supply and where natural gas delivery is difficult, it is proposed to increase the base consumption norm of electricity during the heating season from 200 kWh to 350 kWh per month. This procedure is planned to enter into force from November 1, 2026.
In another draft decision of the Cabinet of Ministers, it is proposed to introduce new tariffs for centralized heating and hot water services from November 1, 2026. It is envisaged to gradually bring heating tariffs to the cost level by 2030.
Another draft decision of the Cabinet of Ministers provides for setting the price of liquefied gas sold to the population at 5 thousand soums per kilogram. It is proposed that the price difference and delivery costs be subsidized from the state budget. For needy families, it is planned to pay compensation of 3 thousand soums for each kilogram of liquefied gas, for a maximum of 20 kilograms per month, until January 1, 2030.
