For the first violation, the entrepreneur will be given a warning.
If no harm has been caused to the life and health of citizens, as well as to the property of other persons, a fine is not immediately imposed. The entrepreneur is given 10 days to eliminate the deficiency.

At the VI open dialogue held by President Shavkat Mirziyoyev with entrepreneurs in the Khorezm region, a new approach to the application of economic and financial penalties was announced.
According to the Business Ombudsman, the principle of “first violation — warning” will now be introduced. If the violation is committed by an entrepreneur for the first time, and no harm has been caused to the life and health of citizens or to the property of other persons, a fine will not be imposed immediately.
In such a case, the entrepreneur will be given a 10-day period to eliminate the identified deficiency.
The new procedure does not mean a complete abolition of liability for a first mistake. The main goal is not to punish the entrepreneur immediately, but to give him the opportunity to voluntarily correct the identified deficiency.
The new approach is also aimed at reducing administrative pressure, shifting supervisory activities toward a preventive direction, and protecting the rights of entrepreneurs.
If the warning principle is not observed, or if an entrepreneur believes that a fine has been imposed unjustifiably, he may appeal to the Business Ombudsman.
It is noted that under the new procedure, the main focus is not on punishing the entrepreneur, but on eliminating the violation and preventing its recurrence in the future.
