Russian President Vladimir Putin has signed a law allowing the blocking of communication services.
According to it, communication operators will be required to restrict mobile communication and wired internet services in cases specified in the president's regulatory legal acts, upon the demand of the Federal Security Service. In such a situation, even if the communication disruption violates the contract with the subscriber, the operator will not be held liable.
The initial interpretation of the draft law envisaged granting new powers to the FSB "for the purpose of protecting citizens and the state from emerging security threats." However, during the second reading in the State Duma, these phrases were removed from the document.
Reportedly, the adopted law grants the Russian president the right to independently determine the conditions for restricting communication services across the entire country or in a specific region and does not oblige him to publicly explain the reasons for such a decision.
Earlier, officials justified the necessity of this law by citing Ukrainian drone attacks.
