Rewarding an employee for not accepting a bribe is legally incorrect — Anti-Corruption Agency

The procedure for rewarding law enforcement officers for refusing to accept bribes has sparked debate among the public. The Anti-Corruption Agency, considering the criticisms on this matter to be justified, announced that amendments are being prepared to revise the current procedure. Gazeta.uz reported on this.
It was reported that the agency stated it considers the material reward for law enforcement officers for refusing to accept bribes within the scope of their official duties to be legally inconsistent.
The agency noted that the objections raised by public activists on this issue have been deemed justified.
In this regard, the draft resolution of the Cabinet of Ministers developed by the agency provides for additional restrictions aimed at preventing abuse and various interpretations in this area.
Specifically, it is proposed to amend Clause 6 of the current regulation defining the procedure for rewarding individuals who report corruption-related offenses. According to the proposal, reward measures will not apply to situations related to the performance of official duties by law enforcement officers.
"Law-abidingness and not taking bribes are not heroism, but a direct duty of every civil servant," the agency's statement reads.
The agency emphasized that combating corruption and ensuring the rule of law are among the functional responsibilities of these employees. Therefore, introducing separate material rewards for such cases is not considered a correct approach.
It was also noted that oversight of the reward system is planned to be carried out centrally through a special electronic platform, which will help prevent unjustified spending of budget funds.
