Subsidies for pedigree calves will be introduced in Uzbekistan.

Starting July 1, 2026, in Uzbekistan, a subsidy will be allocated for each pedigree calf obtained from identified cows in households. This was established in the President's decision on the development of the livestock sector.

According to the document, until 2030, a subsidy of 500,000 soums will be paid for each calf obtained through artificial insemination, and for a calf obtained through embryo transfer, a subsidy of 700,000 soums will be paid from the state budget by the Payments Agency in the Agricultural Sector.

Additionally, from June 1, 2026, to January 1, 2029, the import of pedigree cattle, sheep, and goats into the territory of Uzbekistan will be exempt from value-added tax.

In accordance with the decision, loans will be allocated in a number of areas through commercial banks at an annual rate of 10 percent, of which 4 percent is considered the bank margin, for a period of up to 10 years with a 4-year grace period.

In particular:

  •   up to 5 billion soums for financing projects to establish livestock complexes and purchase pedigree large and small horned cattle;

  •   up to 20 billion soums for entrepreneurs establishing enterprises that produce semen from pedigree bulls, for construction, equipment, and the purchase of pedigree cattle;

  •   loans from international financial institutions attracted under state guarantees will be allocated to livestock entities at an annual rate of 10 percent.

The document also provides that, starting from the 2027 harvest, agricultural organizations will be allowed to plant fodder crops on 50 percent of the areas planned for cotton and grain cultivation based on land lease agreements. Cotton and grain will be grown on the remaining lands.

The decision aims to increase the number of cattle to 16.5 million, the number of sheep and goats to 30 million, and the number of poultry to 141 million in 2026–2028.

Furthermore, it is planned to increase the level of industrial processing of meat and dairy products to 50 percent and to increase livestock productivity by raising the share of pedigree cattle to 90 percent.

This decision ensures the implementation of the tasks set by President Shavkat Mirziyoyev at the meeting held on May 12 regarding measures to support the livestock sector.
