Tashkent City Administration became the most closed state organization of 2025.
In the Transparency Index of the Anti-Corruption Agency, 66 state bodies were recorded in the "green" category, 22 in the "yellow" category, and 9 in the "red" category.

In the openness index, the Tashkent City Administration was recorded as the most closed state body in 2025. The Anti-Corruption Agency reported on this.
It is reported that the latest assessment for the results of 2025 covered a total of 97 ministries, agencies, institutions, and local state authority bodies. The assessment process was carried out based on 8 indicators encompassing 84 criteria. At the end of the assessment, 66 state bodies were placed in the "green" category, 22 in the "yellow" category, and 9 in the "red" category.
According to comparisons, the number of organizations in the "green" category has increased 3.5 times compared to the results of the initial assessment in 2022. At the same time, those in the "yellow" category decreased by 2 times, and those in the "red" category decreased by 3 times.
The highest indicators for openness were recorded by the Navoi Mining and Metallurgical Combine, Uzbekhydroenergo, Uzavtosanoat joint-stock companies, the Transport Control Inspectorate, the Almalyk Mining and Metallurgical Combine, as well as the Ministry of Digital Technologies and the Ministry of Justice.
The lowest indicators were observed at the republican level at the Agency for Forestry and Green Area Expansion and Combating Desertification and the Uzbekistan Railways joint-stock company, and at the regional level at the Andijan region and Tashkent city administrations, which were included in the "red" category.
Furthermore, starting from the second half of 2026, it is planned to pilot the assessment of the openness level of district and city administrations and organizations in Navoi region through the index.anticorruption.uz platform.
