The State Duma has adopted a bill granting the president the authority to deploy troops to countries where Russians are being persecuted.

The Russian State Duma has passed in the first reading a bill allowing the use of the country's Armed Forces to protect Russian citizens abroad. This was reported by "Interfax".
According to the bill, based on a presidential decision, units of the Russian Armed Forces can be used outside the country's territory. The initiative is primarily aimed at protecting the rights of Russians in cases where they are detained, held, or subjected to criminal or other types of persecution in foreign states.
The explanatory note to the document states that this mechanism can be activated when measures are applied against citizens based on decisions of foreign courts or international bodies operating without Russia's participation. In particular, it refers to court decisions that are not based on an international treaty with Russia or UN Security Council resolutions.
According to current legislation, the Russian President has the authority to take measures to protect citizens in connection with foreign or international decisions and actions deemed contrary to the country's interests.
The State Duma's Defense Committee supported this initiative, emphasizing that it serves to protect Russian citizens and organizations from illegal pressure abroad. Committee Chairman Andrey Kartapolov stated that the bill is also aimed at countering the ongoing Russophobic sentiments in the international arena.
