The 1 percent cashback will not be canceled — Tax Committee
According to the committee, cashback payments for tens of thousands of citizens have been temporarily suspended due to fake checks.

The Tax Committee has issued an official statement following reports circulating on social media regarding the cashback system. According to the committee, the cashback system will not be abolished, but some payments have been temporarily suspended due to detected attempts to illegally obtain funds through fake fiscal receipts.
It was reported that, in accordance with Presidential Decree No. PQ-113 of April 5, 2023, citizens included in the "Unified Social Protection Register" will receive a full refund of the value-added tax (VAT) paid instead of the usual 1% cashback for purchases of meat, livestock, poultry, eggs, vegetable oil, flour, sugar, medicines, and medical services.
However, the Tax Committee stated that some citizens and business entities have attempted to illegally exploit this benefit. Specifically, cases have been identified where fake or false fiscal receipts were issued to unjustifiably reclaim VAT.
According to the committee, in May of this year, 248,500 citizens who attempted to obtain cashback through fake receipts belonging to 389 enterprises nationwide were added to the register of suspicious buyers. As a result, cashback payments totaling 83.1 billion soums were temporarily suspended.
By region, during April–May:
- In the Navoi region, cashback worth 34.8 billion soums, processed through receipts belonging to 13 LLCs, was fully withheld;
- In the Fergana region, out of 38.3 billion soums in cashback, 3.9 billion soums were confirmed, while 34.4 billion soums were not paid;
- In the Andijan region, out of 34.1 billion soums in cashback, 5.8 billion soums were confirmed, and 23.8 billion soums were withheld.
The Tax Committee emphasized that there are no plans to abolish or restrict the cashback system. It was noted that this mechanism serves to improve purchasing culture, strengthen fiscal discipline, promote cashless transactions, and reduce the share of the shadow economy.
At the same time, citizens were advised to register only fiscal receipts for their own purchases in the "Soliq" app and not to use receipts belonging to others.
The committee called on citizens who encounter cases of selling or buying fake receipts to contact the Compliance and Anti-Corruption Control departments of tax authorities.
