Fines imposed on entrepreneurs will be reduced by an average of 2 times.
This change will serve to reduce the administrative burden on businesses and shift oversight toward preventive measures.

At the VI open dialogue held by President Shavkat Mirziyoyev with entrepreneurs in Khorezm, new approaches aimed at reducing administrative pressure on businesses were announced.
According to the information of the Business Ombudsman, currently 51 agencies have the authority to impose financial fines. The fact that a portion of the fine goes to the agency that imposed it was criticized, as it creates a risk that some leaders may direct oversight toward inspecting entrepreneurs' activities and collecting fines.
In this regard, a proposal was made to reduce the amount of all types of fines applied to entrepreneurs by an average of 2 times.
Under the new approach, the primary purpose of fines is envisaged not to be the collection of funds, but rather to ensure legal order and discipline in the sector and to prevent offenses.
The President emphasized the need to prioritize discipline and preventive measures in the activities of supervisory agencies. That is, instead of punishing the entrepreneur, the focus will be on preventing violations and creating conditions for lawful operations.
Additionally, at the open dialogue, the need to reduce administrative pressure in the activities of agencies authorized to impose financial fines was noted. If a business entity believes its rights have been violated or an unjustified fine has been imposed, it can appeal to the Business Ombudsman.
