The scoring system on the national certificate will be revised.
This is due to the fact that the number of applicants submitting documents to higher education institutions (HEIs) via certificate is increasing year by year.

The number of applicants entering higher education through the national certificate is increasing year by year. For this reason, the system of awarding maximum scores in the national certificate and the issue of applicants' results clustering at a single point are being reviewed. This was announced at a press conference dedicated to the final results of the admission processes for higher education institutions for the 2026/2027 academic year, held on August 18 at the Ministry of Higher Education, Science and Innovation.
According to a representative of the Ministry of Higher Education, national certificate exams differ from higher education entrance test exams in certain aspects. While entrance tests mainly use closed-ended questions, the national certificate exams also include open-ended questions.
It was noted that the Rash model is used in calculating national certificate results. In this system, not only the number of correct answers but also the characteristics of test tasks and other statistical indicators are taken into account.
The ministry representative emphasized that the increase in the number of national certificate holders is being assessed as a positive development. According to the analyses conducted, graduates have been making more active use of the opportunity to obtain the national certificate gradually in recent years.
The presence of open-ended questions was also noted as one of the advantages of the national certificate. According to the expert, in regular tests, there is a possibility of earning a certain number of points even by randomly marking answers. Open-ended questions in the national certificate reduce such occurrences.
At the same time, the growing number of applicants using the national certificate is creating the need to improve the current assessment mechanisms.
Currently, specialists from the Ministry of Higher Education, in cooperation with the Agency for the Assessment of Knowledge and Skills, are studying issues such as the current mechanism of the maximum score awarding system, as well as the excessive clustering of applicants' results within a certain score range.
The ministry representative noted that in the future, the number of those entering higher education through the national certificate may even exceed the number of applicants participating in entrance test exams.
According to him, work is being carried out to improve the assessment mechanisms, taking this trend into account in advance. If new proposals and changes are developed in this regard, they will be announced through mass media.
