Russia intends to strengthen migrant control.

The Ministry of Internal Affairs of Russia plans to establish pre-migration training centers in foreign countries and issue electronic identification cards to migrants before they enter the country.

Starting July 1, "RuID" will become mandatory for migrants entering Russia without a visa.
