Russia intends to strengthen migrant control.
The Ministry of Internal Affairs of Russia plans to establish pre-migration training centers in foreign countries and issue electronic identification cards to migrants before they enter the country.

In order to strengthen the system of monitoring labor migrants, the Russian Ministry of Internal Affairs plans to create a network of migration hubs and issue identification cards to foreign citizens before they arrive in Russia. This was announced by Alexey Yegorov, First Deputy Head of the Migration Security Department of the Service for Civil and Foreign Citizens Registration Issues of the Russian Ministry of Internal Affairs, at the International Security Forum, as reported by TASS.
According to Yegorov, the verification of foreign citizens will be carried out both at migration hubs established on Russian territory and at special training centers in the countries from which migrants originate.
Under the new system, it is planned to issue identification cards with electronic data carriers to migrants. This card will serve as the basis for concluding an employment contract and will contain complete information about the foreign citizen, including biometric data.
The representative of the Russian Ministry of Internal Affairs emphasized that these measures are aimed at reducing illegal migration, decreasing the number of foreign citizens illegally residing in the country, and lowering the level of offenses.
The ministry also stated that it seeks to increase the share of labor migrants recruited through established targeted selection and to attract foreign citizens who support Russia's "traditional spiritual and moral values."
