The public reception system is being updated: it will become a center that not only accepts applications but also diagnoses problems.
Within the framework of the new system, citizens will be attracted to entrepreneurship through the collaboration of the khokimiyat, banks, city employment, and MIB departments, and the unemployed will be placed in vacant positions at industrial and service enterprises in the area.

President Shavkat Mirziyoyev announced the introduction of a new system to improve the activities of People's Reception Offices during a videoconference meeting on March 13.
According to reports, while 90–95% of appeals in the initial years after the establishment of People's Reception Offices were in the form of complaints, this figure has now dropped to 60–65%.
"Today, people prefer to make proposals for improving conditions in their neighborhoods rather than focusing on personal issues. However, citizens whose problems remain unresolved are requesting the organization of meetings with leaders. Now, khokims (governors/mayors) should not limit themselves to solving the issue raised in the application but must identify the root cause of the problem and find a solution," said the head of state.
Therefore, People's Reception Offices now operate not only as bodies receiving applications but also as centers diagnosing problems in the area.
The President explained how the new system works using the example of Karshi city. Last year, the city's People's Reception Office received 11,000 appeals.
For example, when the reasons for 255 alimony payers were studied, it was found that 193 of them were unemployed despite having a profession, and another 62 were underreporting their income.
Within the framework of the new system, in cooperation with the khokimiyat (local administration), banks, city employment, and internal affairs departments, citizens are attracted to entrepreneurship, and the unemployed are placed in vacant positions at industrial and service enterprises in the area. Alimony payers wishing to work abroad sign a tripartite agreement, are taught language and a profession, and are sent to high-income jobs abroad.
Furthermore, in cooperation with the city tax inspection and the Prosecutor General's Office department, those hiding their income are identified, and their activities are brought "out of the shadows."
It was emphasized that this will change the material support for nearly 700 children under the care of alimony payers.
