In 2025, 1,934 appeals were received by the Commissioner for Children's Rights under the Oliy Majlis. This is almost twice as many as the 1,064 appeals in 2024. "Gazeta.uz" reported this, citing the report of the Commissioner for Children's Rights of the Oliy Majlis, Surayyo Rahmonova, at a Senate session.

 

It was noted that 509 of the received appeals were resolved positively, and legal explanations were provided for 708. The highest number of appeals came from Tashkent city — 470, Surkhandarya region — 254, and Tashkent region — 236.

 

Based on the analysis of appeals and monitoring results, the Office of the Children's Ombudsman submitted 3 warnings, 6 submissions, 25 conclusions, and 3 petitions for filing protests against court decisions regarding cases of violations of children's rights and legitimate interests.

 

During the review of the appeals, 19 criminal cases and 26 administrative cases were initiated regarding instances of violence against children. Additionally, 20 decisions to refuse the initiation of criminal proceedings were overturned and sent back for additional preliminary investigation.

 

The Children's Ombudsman also touched upon the results of monitoring conducted online, stating that 23 criminal cases and 28 administrative cases were initiated regarding identified instances related to violations of children's rights.

 

According to Surayyo Rahmonova, 15 educators were held administratively liable for using physical punishment against children and for a negligent attitude towards their professional duties in educational institutions. Disciplinary measures were applied to 6 educators for cruel treatment of children.

 

Furthermore, disciplinary measures were also applied to two law enforcement officers who violated legal requirements concerning children.

 

As noted by Orzigul Qozixonova, Chair of the Senate Committee on Youth, Women, Culture and Sports, in 2025, courts reviewed 666 criminal cases against 937 individuals regarding instances of violence against children. In her opinion, this indicates insufficient preventive measures and the existence of certain gaps in legislation.

 

"The fact that 72 of these criminal cases involve parents and their substitutes causes serious concern," said Orzigul Kozixonova.

 

According to the Children's Ombudsman, in 2025, courts reviewed 2,584 criminal cases initiated against 3,301 minors, which accounted for 4.09 percent of all crimes. At the same time, it was recorded that 1,783 crimes were committed by 1,917 school students.

 

224,900 parents were held administratively liable for failing to fulfill their duties in raising children.

 

Orzigul Kozixonova emphasized the need to pay special attention to issues of family environment, upbringing, and supervision. According to her, coordinated and targeted preventive work by state bodies and the mahalla system needs to be strengthened.
