In Uzbekistan, paper documents are no longer required for certain services: 33 departmental documents have been amended
From now on, banks, notary offices, airports, and other organizations may use electronic versions of certain documents.

The requirement to submit paper copies of documents when using certain services in Uzbekistan is being abolished. The Ministry of Justice has registered departmental documents providing for amendments related to the acceptance of electronic documents.
According to the ministry, through documents registered on October 20, 2026 with numbers 3958 and 3959, amendments and additions were made to 33 departmental documents. They will allow citizens to submit the electronic form of documents, and relevant organizations to accept them.
In particular, the electronic form of biometric passports, ID cards, birth and marriage certificates, pension certificates, certificates of disability, war participant certificates, and student ID cards can be used on the my.gov.uz portal and in the "Ijtimoiy karta" mobile application.
Electronic documents are accepted in cases such as using banking services at banks and confirming identity in certain financial operations, performing notarial actions, and checking in for flights within Uzbekistan.
Also, digital documents can be used when providing compensation to war participants, concluding contracts for telecommunications services, confirming the identity of a donor when donating blood and its components, concluding contracts with pawnshops, using paid services in medical-social institutions, and in the military registration of citizens.
For information, in accordance with government resolution No. 897 of December 27, 2024, unified digital services for identity documents and a number of other documents have been introduced.
