A seminar-training on the topic "International Standards and National Legislation" has begun in the city of Nukus. This seminar-training will also be held in other regions.

On June 15, a seminar-training on the topic "International Standards and National Legislation" began in Nukus city for prevention inspectors of neighborhood citizens' gatherings (MFY) of internal affairs bodies.

As noted by the Minister of Internal Affairs of the Republic of Karakalpakstan, Colonel Bakhtiyar Torebekov, speaking at the opening of the event, it is no coincidence that this conference is organized precisely in the world-famous, magnificent "Karakalpak National Yurt," included in the Guinness Book of Records and a symbol of unity and tolerance, located in the "Oq qush" Culture and Recreation Complex in the center of Nukus city. Indeed, glorifying human dignity and ensuring human interests are among the highest criteria for the development of our society, while protecting human rights is the main guarantee of the security and stability of our state.
At the opening ceremony, the Director of the National Center of the Republic of Uzbekistan for Human Rights, member of the UN Human Rights Committee, Academician Akmal Saidov participated and delivered a speech on the topic "International and National Standards in the Field of Human Rights."
A. Saidov first emphasized that education in the field of human rights is one of the priority directions of state policy regarding the formation of a culture of human rights in New Uzbekistan. Consequently, as noted by the President of the Republic of Uzbekistan Shavkat Mirziyoyev, "No one has the right to forget – the requirements of the law and human rights are the highest value for us."

The World Programme for Human Rights Education was proclaimed by the UN General Assembly on December 10, 2004. To date, four phases of the World Programme for Human Rights Education have been implemented. The UN has declared 2025–2029 as the period for implementing the fifth phase of the World Programme for Human Rights Education.
In turn, by the decision of the Cabinet of Ministers dated March 3, 2026, a "Roadmap" was adopted for the implementation of the fifth phase of the World Programme for Human Rights Education in the Republic of Uzbekistan. This seminar-training was organized precisely to consistently fulfill the requirements of these international and national decisions.
The Director of the National Center noted that in the current precarious and complex global situation, the tasks ahead of us in teaching, promoting, protecting, and ensuring human rights and freedoms in New Uzbekistan are greater than the work already accomplished. Evidence and figures from daily life were also cited as confirmation of this idea.

For instance, 495 prevention inspectors operate in the Republic of Karakalpakstan, but there is not a single female inspector among them. Nevertheless, it is noteworthy that 27 of the 102 inspector-psychologists assigned to schools are female employees. In 320 of the 452 existing neighborhoods in the republic, no crimes have been committed in the recent period. Two prevention inspectors have been awarded state honors for exemplary service.
During the sessions, lectures were heard on the topics: "International and National Standards on the Rights of the Child," "The Convention against Torture and Its Significance in the Activities of Internal Affairs Bodies," "Protecting Human Honor and Dignity – The Supreme Duty of the State and Society," "UN Security Council Resolutions: Women, Peace and Security," and "International Standards in the Field of the Rights of Persons with Disabilities, Children, and Youth."
The presentations on these topics by the leading expert of the National Center of the Republic of Uzbekistan for Human Rights, Professor Ilkhom Turgunov; the regional representative of the Authorized Person of the Oliy Majlis for the Rights of the Child in the Republic of Karakalpakstan, Madina Turdimuratova; the head of the department of the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan, Dilorom Khudoyberganova; associate professor of the same Academy, Umid Fazilov; and associate professor of the Karakalpak State University named after Berdak, Sveta Amaniyazova, were well received by the listeners. At the end of the first day of the event, gratitude was expressed to the legal scholars who participated in the seminar-training with their presentations.

Furthermore, gratitude was expressed to the MFY prevention inspectors for their worthy participation in ensuring public safety and effectively organizing the prevention of offenses in neighborhoods.
A group of prevention inspectors was awarded certificates of honor, letters of thanks, and incentive prizes for their exemplary service.
This comprehensive seminar-training, conducted based on a joint decision approved by the National Center of the Republic of Uzbekistan for Human Rights, the Ministry of Internal Affairs, and the Authorized Person of the Oliy Majlis for the Rights of the Child, will also take place in other regions according to the program.
