In Andijan, individuals who worked informally in the YHXB building and provided fake driver's licenses to 76 people were punished.
They falsified the data of citizens who came to replace their old certificates.

Two individuals who issued driver's licenses based on false information to citizens without driving rights in Andijan region have been sentenced by court.
According to court documents, Sh.M. worked as an informal assistant in the 5th inter-district registration and examination group of the Andijan Region IIB YHXB from 2023 to November 2025.
Together with his acquaintance U.M., he established a scheme to issue driver's licenses to citizens for money. U.M. found clients, while Sh.M. handled the processing of the licenses.
In doing so, serial numbers and numbers from documents collected from citizens who had exchanged old-style driver's licenses for new ones were used. This information was linked to the data of clients who did not have driving rights, and they were shown in the system as persons who allegedly had driver's licenses previously.
After that, the false information was entered into the unified automated information system of the YHXX, and new-style driver's licenses were issued.
In court, Sh.M. stated that he received from 500 to 1000 dollars for each license. According to him, U.M. found the clients and he also received the money through him.
U.M. stated in his testimony in court that approximately 50-60 citizens were issued licenses through this method. However, court documents record that a total of 76 fake driver's licenses were processed.
Of these, 65 were issued through the login-password of one of the YHXB employees, and another 11 through the login-password belonging to another employee.
As part of the case, two YHXB employees whose login-passwords were used were also brought to court. However, it was not proven that they were aware of the fake licenses being processed or that they received money for it. The court assessed their failure to properly control the storage of login-passwords and electronic keys as negligent attitude toward duty.
Court documents also record that Sh.M. gambled on the totalizator in 2024 and ended up owing more than 50 thousand dollars. He told one of the YHXB employees about this.
According to the verdict of the Shahrikhan district court for criminal cases, Sh.M. was found guilty under Article 228, Part 2, points "a" and "b" of the Criminal Code. He was sentenced to 2 years of correctional labor with 20 percent of his wages withheld to state revenue.
U.M. was given a sentence of 3 years and 3 months of restriction of freedom under the same article.
The court also issued a decision to destroy 76 fake driver's licenses kept as material evidence.
