According to the information, the presentation examined certain issues negatively affecting the business environment and causing objections from the population and business entities, along with proposals for their resolution.
In particular, discussions covered topics such as the placement of business signage and brand marks, certain administrative requirements for catering and retail facilities, procedures in labor relations, non-cash payments, application of tax incentives, financial penalties, and documentation in foreign economic activities.
For example, under the current procedure, in some cases, signage displaying the company name, type of activity, or trademark is also assessed as advertising, requiring separate passport registration and payments. This not only creates an additional administrative burden for entrepreneurs but also affects the recognition of trade and service facilities, customer flow, and revenue.
In this regard, it was proposed not to assess information placed on a building about the name and type of activity of a business entity as advertising and to cancel the requirement for registering relevant passports for this purpose. An initiative was put forward to gradually introduce design requirements for placing advertisements and other information signs, taking into account entrepreneurs' proposals, and to simplify the procedure for legal entities to place their trademarks on their vehicles.
Earlier, entrepreneurs in the catering sector complained that Tashkent's new design code was implemented "in an illiterate manner," and that during the forced dismantling of signage, they were threatened with disconnection of electricity.
The Business Ombudsman's office studied the decision of the Tashkent City Council of People's Deputies dated February 17, 2026, regarding the "Design Code" from the perspective of its impact on business activities, and it was found that certain clauses of this document contradict the requirements of current legislation.
