Why are some users being given the status of "suspicious buyer" in the "Soliq" app?
The Tax Committee commented on this situation. Due to the detection of attempts to obtain VAT cashback through fake fiscal receipts, the cashback payments of over 204,000 citizens have been temporarily suspended.

The Tax Committee officially responded regarding the status of "suspicious buyer" assigned to some users in the "Soliq" mobile application.
It was reported that a system has been introduced to refund the value-added tax (VAT) paid for the purchase of certain food products, medicines, and medical services, with the aim of providing targeted support to citizens included in the "Unified Social Protection Register."
According to the committee's data, during preliminary analyses of cases of illegal use of this system, it was found that some enterprises and citizens had processed fiscal receipts for purchases that were not actually made.
Specifically, an investigation was conducted into the activities of 30 enterprises registered in the Andijan region. According to tax authorities, cashback totaling 217.3 billion soums was paid based on receipts processed in the names of citizens from the social register through these enterprises. Materials regarding these cases have been sent to law enforcement agencies.
Furthermore, the Tax Committee has provided information to the relevant authorities about 649 enterprises and citizens who sold certain products and services to citizens on the social register nationwide and whose activities showed suspicious signs.
According to official data, during 2025–2026, transactions worth 36.8 trillion soums were recorded through this system, and cashback totaling 347.9 billion soums was paid to over 771,000 citizens. The Tax Committee stated that 204,100 citizens have been included in the "Register of Suspicious Buyers" for transactions related to enterprises that did not record 9 types of products in the system. Consequently, social cashback payments totaling 102.5 billion soums planned for April 2026 have been temporarily suspended.
It was noted that the committee has sent relevant requests to the Social Protection Agency regarding this issue. The Tax Committee urged citizens to register only fiscal receipts for purchases they have actually made in the mobile application.
Additionally, it was recommended not to use receipts distributed through social networks or other sources.
While investigations and analyses are ongoing, the agency called on mass media and bloggers to refrain from disseminating unverified information and to adhere to professional ethics standards.
